Stanley is a Chartered Quantity Surveyor, a Chartered Construction Manager and a Solicitor admitted in the High Court of Hong Kong SAR. He has over 35 years of experience serving the construction industry and has worked for reputable developers, consultants and contractors on building, heavy civil engineering, railway and other infrastructure projects in Hong Kong, Macau, China, the Middle East and Australia. Stanley specialises in construction law, contract administration, project management, tendering strategies, Public–Private Partnerships and resolution of construction disputes through mediation, adjudication, arbitration and litigation. Stanley also advises on the use of NEC contracts.

Tim is a chartered civil engineer and NEC specialist with over 25 years of project experience across a wide range of sectors including civil engineering, highway infrastructure, waste water, energy and building. Tim has experience of working for contractors, clients and consultants.
Tim has over 16 years of experience successfully delivering NEC procured projects and supporting clients in the implementation of the NEC. This includes undertaking the role of the Project Manager / Supervisor, providing contract advice and training on numerous projects in the UK and Hong Kong. Tim has delivered over 350 training courses on behalf of numerous clients in the UK and Hong Kong, including CLP Power Hong Kong Ltd, HyD, ArchSD, DSD and CEDD.
Tim was the NEC adviser on Hong Kong Government’s first NEC pilot project and is currently advising CLP Power Hong Kong Ltd on their 2nd generation Transmission Substation Programme as well as providing advice and training to a number of Government work departments including HyD and CEDD. Tim is currently advising CEDD on the four separate contracts comprising the HK$3.5bn Lam Tin Tunnel eastern approaches project. Tim was a key member of the NEC4 drafting team which included leading the drafting of all the user guides (24 no. books) and drafting key elements of the ECC. He has extensive experience of preparing NEC contracts including developing a Works Information (now Scope) structure which formed the basis of all the contracts used on the 2012 Olympics (130+ contracts) and the user guide checklist.
