DSD lets first NEC4 PSC in Mong Kok

The Hong Kong government has let its first NEC4 Professional Service Contract (PSC). The Drainage Services Department (DSD) awarded a HK$6.8 million (£680,000) NEC4 PSC to Black & Veatch Hong Kong in June 2018 to advise on alleviating the flood risk in Mong Kok, western Kowloon.

The 2004 Tai Hang Tung stormwater storage scheme in Mong Kok was the first large-scale underground flood storage tank in Hong Kong. The 100 000 m3 tank is concealed under Tai Hang Tung recreation ground. Due to continuing development, capacity constraints of the existing drainage network and the challenges of climate change, including increasing rainfall and rising sea levels, the capacity needs to be increased along with other drainage improvement works to reinforce the level of flood protection.

In the 18 month consultancy contract, the client and consultant are collaborating to devise an innovative and sustainable solution. During the first six months, they have already developed a strong bond through open and frequent discussions on issues of concern and by resolving problems together.

Pioneering NEC

DSD has pioneered the use of NEC in Hong Kong. In 2009, it started the government’s first NEC pilot project. The HK$76 million (£8 million) Fuk Man Road nullah in Sai Kung was delivered on time and budget under an NEC3 Engineering and Construction Contract (ECC) Option C (target contract with activity schedule) in 2012.

Following this first success, DSD has entered into 47 NEC works contracts and nine NEC professional services agreements over the past 10 years using NEC3 contracts. After the launch of NEC4 in June 2017, the government’s Development Bureau encouraged all works departments to explore and adopt the new version. With a view to further fostering a partnering relationship with Black & Veatch, DSD decided to adopt NEC4 PSC for the Mong Kok project.

With the hands-on experience in preparing and managing a NEC4 contract, DSD is planning to implement more NEC4 contracts, including the NEC4 Engineering and Construction Contract.
