CEDD launches NEC playbook

The Hong Kong government’s Civil Engineering and Development Department (CEDD) has launched the CEDD NEC Playbook during its NEC forum in April 2025. The playbook aims to cultivate a stronger spirit of collaboration and innovation across engineering project teams.

The publication focuses on four core areas essential to effective NEC project delivery: collaboration, risk management, programme management and compensation event management. Presented in a clear and practical format, it incorporates real-world examples to help project teams quickly grasp common challenges encountered in NEC projects and apply effective solutions.

The CEDD NEC Playbook is now available on the internal portals of both CEDD and the Development Bureau for staff to access and apply in their daily work. Looking ahead, CEDD plans to organise more forums and sharing sessions in 2025 and 2026, continuing to foster a collaborative culture and drive innovation in public works project management.

NEC Hong Kong workshop success

Over 50 professionals attended the NEC Hong Kong Workshop in June 2025 at BCLP Hong Kong. Focusing on programme management under NEC4 contracts, the workshop featured expert insights, practical strategies and case studies covering risk management, change control and collaborative practices.

Attendees praised the session’s practical relevance and clarity, particularly in addressing real-world project challenges. The event also offered CPD opportunities and valuable industry networking.
