NEC4 Contract Board

The NEC4 Contract Board are the drafters and custodians of the NEC Contracts suite. Made up of renowned subject matter experts and leaders in the engineering and construction industry, they are responsible for the professional and technical integrity of the NEC family of contracts and associated materials.

Embodying the NEC ethos and spirit of collaboration, the NEC4 Contract Board works with us to give guidance on interpretation and implementation in relation to the wider industry, while helping to drive innovation in developing the NEC Contracts suite, as NEC itself continues to evolve. 


Peter Higgins, BSc (Hons), CEng, FICE (NEC4 Contract Board Chair)

Peter is a Chartered Engineer and a Fellow of the Institution of Civil Engineers. In 2000, he established pdConsult, a consultancy organisation to provide strategic advice, contract procurement, contract management and dispute resolution services to the construction industry. 

Before this, Peter was responsible for the worldwide civil engineering work of a major UK consultancy. He has a background in civil engineering, building and landscape with experience on a wide range of engineering projects in the UK, Africa, and in the Middle and Far East.  

Since 1995, Peter has led the NEC drafting panels set up by the ICE to prepare the NEC forms of contract and guidance. He is the Chair of the NEC4 Contract Board.  



Ian Heaphy, BSc (Hons), FRICS, FCIArb, FCInstCES, MACostE

Director of IN Construction Consulting, Ian has over 30 years of experience in the construction industry, including aviation, oil & gas, rail, water, highways and building. He has worked with clients in the UK, Europe, Middle East, Far East, North America and Australia including government bodies, private sector employers and contractors. 

Ian specialises in the development of innovative procurement strategies with particular expertise around partnering, alliancing and target cost contracts. 

Ian has been directly involved in drafting and shaping the fourth generation of NEC contracts. 

In addition to his NEC and procurement work, Ian also acts as adjudicator, dispute resolver and quantum Expert Witness. 



Matthew Garratt, BSc (Hons), MRICS, FCIArb

Matthew is a Commercial Director at Dalkia Engineering and has spent 30 years working in the UK engineering and construction industry. 

He is a chartered surveyor and fellow of the Chartered Institute of Arbitrators. He has enthusiasm for contract strategy and collaborative working. 

Current role is commercial director for Dalkia Engineering and previously worked for Costain in the delivery of UK infrastructure, and NG Bailey. 

Matthew joined the NEC Panel in 2005 and now sits on the NEC4 Contract Board – he is approaching 20 years working with NEC. 



Shy Jackson, LLB, LLM, MSc, FCIArb, FCInstCES

Partner at BCLP, Shy has a strong reputation for his representation of construction and engineering firms across a range of contentious matters, including high-stakes arbitrations, adjudications, court proceedings and various forms of Alternative Dispute Resolution proceedings. Shy’s clients are involved in some of the most significant building, infrastructure and energy projects across the UK and internationally, with his breadth of experience having seen him advise and represent some of the world’s leading developers across major road, rail and processing plant projects, as well as across high-value office buildings, luxury hotels and residential developments over the last 20 years. 

Shy provides his clients with strategic advice, identifying commercial solutions and limiting the impact of adversarial situations relating to project delays, payments and quality issues. Widely recognised as a leading expert on the NEC form of contract, he was appointed as a member of the NEC Contract Board in recognition of his experience in advising on a number of substantial projects involving the NEC. 

Shy is renowned for his expertise in construction law; a Visiting Fellow at the Construction Law MSc course at King's College London, he also lectures at the Masters of Business Engineering course at the University of Stuttgart and has contributed to leading textbooks. Shy regularly speaks at global industry events, having recently spoken in Lagos, Istanbul and Hong Kong on topics including collaborative contracting. 



Dale Evans, BSc, FICE, CEng, MBA

Partner at Allora Infrastructure, Dale has extensive international experience in infrastructure delivery, asset management and change management within the infrastructure and construction sectors; leading new business strategies and implementing organisational and cultural change to deliver improved performance. 

He is Chair of the Infrastructure Client Group (ICG), including Project 13: A New Delivery Model for Infrastructure. 

He previously shaped and led the @one Alliance, successfully delivering a challenging investment programme through a ground-breaking collaboration with supply chain partners. He has also led industry workstreams and publications on Alliancing Best Practice. 



Professor David Mosey, CBE, LLB (Hons), PhD, FICE

David leads procurement research at the King's College London Centre of Construction Law & Dispute Resolution where he was previously Director and, before that, David was head of Projects and Construction at law firm Trowers & Hamlins for over 20 years. 

In 2021 David was appointed by the UK Government to lead an ‘Independent Review of Public Sector Construction Frameworks’. The resulting recommendations set out in ‘Constructing the Gold Standard’ were endorsed by Government and industry in the 2022 ‘Construction Playbook’. 

David co-authored ‘Guidance on Collaborative Procurement for Design and Construction to Support Building Safety’ to demonstrate how collaborative systems are essential to avoid another Grenfell Tower disaster. This guidance is now being used by the new Building Safety Regulator as a measure of compliance. 

David received the 2021 TECSA Clare Edwards Award for ‘professional excellence and an outstanding contribution to the legal profession serving the construction and infrastructure industry’ and was awarded a CBE in the 2023 New Year Honours List for ‘services to the construction industry’. He is principal author of the Framework Alliance Contract (FAC-1) which recently became part of the NEC Contracts family, adopted on procurements worth over £100 billion. 



Helen Sturdy, CEng MSc BEng (Hons) FIHEEM CIWFM MCIBSE MAPM MAfH NEC4Reg

Helen Sturdy is the National Head of Construction for NHS England, with extensive expertise in construction and strategic infrastructure delivery. She leads on the £9bn NHS ProCure frameworks, supporting over 700 live projects nationwide, and drives best practice in contract management and collaborative working across the sector. 

Helen champions excellence in construction from industrialisation, innovation, productivity, social value, and sustainability. Her leadership has been pivotal in the NHS response to major challenges, including the pandemic, winter pressures, and the Building Safety Act. 

A Chartered Engineer and passionate STEM ambassador, she supports apprenticeship programmes, interviews and mentors’ candidates seeking chartership status.
