Transport for London lets £800 million NEC4 surface infrastructure framework

NEC Users’ Group platinum member Transport for London (TfL) has let five new contracts under its NEC4-based surface transport infrastructure construction framework. The 6-year framework is worth £800 million.

The winning firms include NEC Users’ Group gold members Costain, Eurovia, Tarmac (in joint venture with Kier) and VolkerFitzpatrick. FM Conway completes the line up. The framework runs from April 2021 until March 2027 and is for use by TfL, London boroughs and other authorities with developments that impact the TfL road network.

The framework has the flexibility to use both the NEC4 Engineering and Construction Contract (ECC) for works and the NEC4 Professional Service Contract (PSC) for services. Call-off contracts using ECC can adopt Option A (priced contract with activity schedule), Option C (target contract with activity shedule) and Option E (cost reimbursable contract), while those for PSC allow options A and E.

The new contracts will be used to deliver schemes to boost walking and cycling across London, including future projects to expand the city’s growing network of high-quality cycleways. They also cover renewals work on much of the infrastructure that the TfL road network depends on, including bridges, road tunnels and river assets. Contractors will be asked to deliver early input, design and construction work through the framework.

In October last year TfL also awarded three London highway maintenance and projects frameworks using the NEC4 Term Service Contract (TSC). Worth up to £1.4 billion, these run from April 2021 to March 2033. The winners were Tarmac/Kier, FM Conway and Ringway
