NEC Contracts appoints country managers in Singapore and Peru

NEC Contracts has strengthened its international operations with the appointment of two country managers, reinforcing its commitment to building deep, local expertise in its key growth markets.

Himashi Soriano joins as Country Manager for Singapore, and Julio Cabrera takes on the same role in Peru - two markets where NEC Contracts has been actively investing in partnerships, training and adoption.

The appointments reflect NEC Contracts' strategic focus on embedding experienced, in-market professionals who understand local infrastructure priorities, procurement environments and stakeholder relationships.

In Singapore, NEC Contracts has been working closely with the Building and Construction Authority (BCA) to support the country's shift towards collaborative contracting. Since NEC4 was officially introduced in Singapore in April 2024, public sector agencies including JTC Corporation and the Land Transport Authority have been piloting NEC4 contracts on upcoming projects. A certification course on collaborative contracting, developed in partnership with BCA Academy, launched in late 2025 to build practitioner-level capability across Singapore's built environment sector. Himashi Soriano's appointment provides dedicated in-country support to help sustain that momentum.

In Peru, NEC contracts have been implemented on close to $9 billion worth of public infrastructure projects since their introduction through the Government-to-Government initiative in 2019, with adoption continuing to grow across both public and private sectors. Julio Cabrera joins from Gleeds, which has been actively involved in NEC implementation in Peru, bringing direct in-market experience to the role.
