In practice, open communication and team work are seen as a key success factor in a NEC project.  We will be holding this evening briefing session to facilitate a discussion on the topic of “The NEC – We Chat!”.  The speakers will share with us how to make a NEC project successful with the parties’ open discussions and joint problem-solving techniques.
The Users’ Group briefing sessions have received very positive feedback from participants who find the discussion topics timely and useful in helping them achieve projective objectives, as well as having the opportunity to share up-to-date industry information with peers.

Mr Francis LEUNG
Principal Assistant Secretary (Works) of the Development Bureau
Francis is a quantity surveyor by profession.  He has extensive experience in procurement, costing and contractual aspects of construction.  He is currently Principal Assistant Secretary (Works) of the Development Bureau, responsible for policy formulation and implementation on construction procurement, contractual issues, professional services and liaison with the industry in HKSAR and the Mainland.  Before joining the HKSAR Government, he worked with the Mass Transit Railway and John Lok and Partners Ltd.
Ir MAK Ka Wai, JP
Deputy Director of Drainage Services
Ir Mak graduated from the University of Hong Kong in 1982.  He is currently Deputy Director with Drainage Services Department.  Earlier, he was an assistant director with Highways Department looking after the operation and maintenance of highways facilities.  Before taking up the current position, he participated in numerous large-scale drainage and sewerage projects, including the first tertiary sewage treatment plant at Ngong Ping and the 6km long rainwater-intercepting tunnel in Tsuen Wan.  In the 1990s, he spent six years in the then Works Bureau dealing with slope and water policies.  During his earlier years with the Drainage Services Department, Mr Mak received post-graduate training in river engineering in the Netherlands. He then worked in the Shenzhen River Regulation Project, for which he pushed forward the first application of the current EIA process under a  trans-boundary co-operation framework.  He also obtained a Master of Arts in the area of dispute resolution and arbitration.  On top of his engineering engagements, Ir Mak acquired legal qualification and is a non-practising Barrister-at-law of the High Court of the HKSAR.
Ir. LUK Wai-hung,
Deputy Director, Water Supplies Department
Ir. LUK has extensive experience in project administration for government projects and public administration.  He joined the government in 1985 and worked in various works departments and bureau.  Ir. Luk took up the post of Assistant Director/ New works of WSD in Sep 2016 and is responsible for all the capital works projects including the Tseung Kwon O Desalination Plant.  He is also a pioneer on NEC contract and was the Project Manager of Happy Valley Underground Stormwater Storage Scheme.
