NEC is delighted to announce the recent appointment of Julio Cabrera as Country Manager for NEC Contracts in Peru, marking an important step in the organisation’s continued growth in the region. 


Julio Cabrera joins from Gleeds, which has been actively involved in NEC implementation in Peru, bringing direct in-market experience to the role. He brings extensive experience from both the private sector and the delivery of major public infrastructure projects under NEC3 and NEC4 contracts. His expertise spans the full lifecycle of NEC implementation, including contract structuring, cost management, programming and dispute resolution.  

In Peru, NEC contracts have been implemented on close to $9 billion worth of public infrastructure projects since their introduction through the Government-to-Government initiative in 2019, with adoption continuing to grow across both public and private sectors.  

Following several years of successful introduction and adoption of NEC contracts in Peru, we are now entering a new stage in the evolution of the market. NEC is strengthening its local presence, with the ambition of contributing to the development of the country as a centre of excellence for infrastructure project delivery in the region.

Julio is a Civil Engineer and a Chartered Project Professional (ChPP) accredited by the Association for Project Management (APM) in the United Kingdom. He has developed his career within Project Management Offices (PMOs), advising government entities on the contract management of complex projects, including Government-to-Government schemes. 

Complementing his project delivery experience, he has also served as an NEC tutor, promoting an academically grounded and practical approach to understanding NEC principles and their effective application in infrastructure projects, tailored to local contexts. This experience, together with his accreditation as an NEC professional, reinforces his strong technical and educational foundation in the implementation of NEC contracts. 

As Country Manager, Julio will lead the continued growth and adoption of NEC contracts in Peru, working closely with key stakeholders to support the successful delivery of infrastructure programmes. He brings strong technical expertise in both project and commercial management, particularly within complex delivery environments.
