The translation launch forms part of a groundbreaking tri-party partnership between NEC Contracts, the Development Bureau of the Government of the Hong Kong Special Administrative Region (DEVB) and the Qianhai Authority. For the first time, NEC Contracts will be piloted in mainland China, with the Qianhai Authority trialing the NEC ECC Hong Kong Edition on selected infrastructure projects within the Qianhai Cooperation Zone.
The partnership, announced at the NEC Asia Pacific Conference 2025 on 27 November, was included in the Hong Kong Government's 2025 Interim Policy Address, underscoring its strategic importance to the Greater Bay Area's development.
Both Traditional and Simplified Chinese versions have been developed to support adoption across Hong Kong, Qianhai and the wider Greater Bay Area region. The translation makes NEC's collaborative contracting framework accessible to construction professionals throughout the GBA, building on Hong Kong's 16 years of successful NEC implementation.
The three parties will establish an expert working group to develop NEC contract templates, policies and guidelines suitable for adoption in Qianhai. NEC Contracts and DEVB will provide technical support and expert advice for pilot projects, whilst the Qianhai Authority will select suitable projects for trial applications.
