About the NEC4 Project Alliance Contract (PAC)

NEC4 PAC is a multi-party contract for the appointment of a number of suppliers to form an alliance with the client, to work together as an integrated delivery team and to design and build an asset through a collaborative, two-stage process.

Developed to replace the NEC4 Alliance Contract (ALC) and the PPC2000 Project Partnering Contract, the NEC4 Project Alliance Contact (PAC) combines the proven strengths of these established alliance contracts into a single, modern contract that covers both the pre-construction and construction phases of a project.

The contract is suitable for any size or type of project and is designed for organisations seeking a more collaborative approach than traditional client-contractor and client-consultant arrangements. By creating a single contract for all alliance members, NEC4 PAC encourages innovation, collective decision-making and accountability, and a shared commitment to achieving successful project outcomes.

Why use PAC?

  • PAC delivers better, greener, safer and improved value projects – it enables the early formation of an integrated delivery team, comprising the alliance members, to exchange experience, information and ideas for the development and delivery of a successful project.
  • PAC delivers better procurement outcomes – it creates a more collaborative and transparent procurement process that attracts improved value and creates a clear understanding of each alliance member’s contributions to the project.
  • PAC ensures earlier supplier involvement – it enables supply chain expertise to be brought in during the pre-construction phase, that improves decision-making and reduces avoidable risks.
  • PAC creates stronger alliances – it develops shared behaviours, objectives and governance from inception.
  • PAC reduces risk – it identifies and manages risks from project inception to project completion through rigorous risk management and early warning provisions.
