The NEC Asia Pacific Conference took place on 27 November 2025 in Hong Kong, marking another milestone in promoting collaborative contracting across the region. More than 250 delegates attended, including representatives from clients, consultants and contractors, demonstrating the growing influence of NEC in Asia-Pacific’s construction and infrastructure sectors.
This year’s conference welcomed participants from Hong Kong, Singapore, the UK, mainland China and other countries in South-East Asia as well as Australia. Among the attendees was a key NEC user from Singapore, underscoring the increasing regional adoption of NEC Contracts and the shared commitment to best practices in project delivery.
The conference opened with a keynote speech by Mr Ricky Lau, Permanent Secretary for Development (Works) Bureau, the Government of the Hong Kong SAR, who highlighted the role of NEC in driving collaboration and efficiency in complex projects. The address emphasised how NEC’s principles of clarity, flexibility and mutual trust are shaping the future of procurement and contract management in the region. Following which the Chinese version of the NEC ECC Hong Kong Edition was launched in partnership with the Development Bureau and the Qianhai Authority. Mr Ricky Lau stated that “the launch of the Chinese version is a key step for the DEVB in promoting closer alignment of rules in the construction sector within the GBA, which signifies DEVB’s integration and contribution to the national development.”
The programme featured a series of technical sessions and panel discussions, covering topics such as principles and practice of collaborative construction, use of AI technology, innovation in site supervision and case studies of successful project delivery.
Delegates participated in interactive workshops, where they engaged in scenario-based exercises to apply NEC principles in real-world situations. The workshops explored how service excellence can be achieved through the NEC TSC Hong Kong Edition, the strategic use of NEC’s Y Clauses to navigate Hong Kong’s SOP Ordinance, and practical applications of FAC-1 and TAC-1 to support multi-project frameworks, complex project delivery and term work/service alliances.
The event also provided ample networking opportunities, fostering connections among industry leaders and practitioners committed to collaborative contracting.
