Professional Service Contract extends Hong Kong’s localised NEC editions across the project lifecycle 

The Hong Kong Edition of the NEC Professional Service Contract (PSC) was officially launched on 18 June at the NEC Annual Conference 2026 and Martin Barnes Awards in London, adding professional services to Hong Kong’s localised NEC editions, which now span works, term services and professional services across the project lifecycle. 

Developed by the Hong Kong Development Bureau (DEVB), the PSC is the third Hong Kong Edition of an NEC contract, following the Engineering and Construction Contract (ECC) in 2023 and the Term Service Contract (TSC) in 2024. Together, the three give Hong Kong a consistent set of contracts that applies NEC’s collaborative approach across every stage of a project, from planning and design through construction and ongoing maintenance. 

The PSC is designed for the appointment of engineering consultants and professional service providers, covering feasibility studies, design, project management, contract administration and site supervision. By bringing professional services into Hong Kong’s localised editions, it ensures the same collaborative principles and contractual mechanisms, such as early warning of risk, defined timescales and a structured approach to managing change, now run consistently from the earliest project decisions onwards. 

Speaking at the conference, the Permanent Secretary for Development (Works), Mr Ricky Lau, said: 

“The official launch of the Hong Kong Edition of the NEC - PSC today extends the collaborative approach advocated by the NEC to various types of engineering professional services. This marks the availability of a complete set of localised NEC contract templates in Hong Kong, which will benefit the overall development of the local construction industry.”

Hong Kong has become one of the world’s most significant NEC markets. Since the DEVB introduced NEC to public works projects in 2009, the form has been used on more than 850 public works contracts with a combined value exceeding HK$550 billion, and has also been adopted by major bodies including the Airport Authority Hong Kong and the MTR Corporation.

With the launch of the Professional Service Contract, the DEVB’s localised NEC editions now reach right across the project lifecycle, carrying the same principles of trust, transparency and shared risk management from planning through to maintenance. We are proud to support our partners in Hong Kong and across the wider APAC region as they continue to set the standard for collaborative delivery.”

The strength of NEC delivery in Hong Kong was underlined at the same ceremony, where the Civil Engineering and Development Department (CEDD) won five Martin Barnes Awards from a field of around 80 global entries, recognising outstanding performance on NEC-based infrastructure projects.
