Ir. Ricky Lau, Permanent Secretary for Development (Works), Development Bureau, The Government of the Hong Kong Special Administrative Region of the People’s Republic of China and Chair, Asia Pacific Users’ Group, NEC Contracts
In October 2021, Ir Ricky LAU was appointed as the Permanent Secretary for Development (Works) to oversee public works policy and infrastructure development.
Ir LAU was the Director of Civil Engineering and Development from October 2018 to October 2021, and was responsible for overseeing the strategic planning and the implementation of various reclamation, new development area and major infrastructure projects. He joined the Hong Kong Government in 1992 as an Assistant Engineer. Before joining the Civil Engineering and Development Department in 2015, he worked in the Highways Department and the Development Bureau.

Robert specialises in NEC contracts, both setting these up and successfully managing them. He has 43 years’ experience in contract management and carries out training and consultancy around the world. Robert is based in Hong Kong and works as a Senior NEC Consultant for Thomas Telford Limited.
Robert is an NEC4 Contract Drafter, part of the NEC3 contracts working group and an Accredited NEC4 ECC Project Manager. His publications include NEC3 and NEC4 Compared (2017), NEC2 and NEC3 Compared (2005), joint author in NEC4 Avoiding and Resolving Disputes (2019), NEC4 Practical Solutions (2017) and NEC3 Practical Solutions (2015).
Tim Knee-Robinson, NEC4 Drafter and Director, TKR Consultancy Ltd
Tim is a Chartered Civil Engineer with over 30 years’ project experience across civil engineering, highway infrastructure, wastewater, energy and building, working for contractors, clients and consultants. His built environment experience includes education, cultural, industrial, office and research facilities. He is a leading NEC specialist with over 25 years’ experience drafting, procuring and managing NEC contracts, including acting as ECC Project Manager/Supervisor, providing contract assurance, advice and training, and supporting projects in the UK, Hong Kong and internationally.
Tim was a key member of the NEC4 drafting team, leading the drafting of all 24 NEC4 user guides, drafting key elements of the ECC and developing NEC4 accreditation training materials. He also drafted the NEC4 Facilities Management and Alliance Contract user guides, developed the Works Information structure used across 130+ projects for the 2012 Olympics, and the Scope structure and checklist in the NEC4 user guides. He has advised Hong Kong clients for 17 years, including the Government on its first NEC pilot project, CLP Power Hong Kong, the Highways Department and Civil Engineering Development Department. He currently works with the Hong Kong Government Development Bureau on Hong Kong editions of NEC contracts and related user guides, including the ECC, TSC and PSC.
